Twenty Names on a List: Transnet Puts Sidings From Marikana to Upington Out to Tender

Transnet Rail Infrastructure Manager has issued a request for proposals covering the leasing, investment, development, operation and maintenance of 20 named rail sidings across South Africa, on 10-year terms. Submissions close on 30 November.

Rail reform is usually discussed in the abstract. This time the state-owned infrastructure manager has published an actual list of places. Read the geography and you can see where the private rail network is likely to form first.

The terms on offer

Transnet announced the RFP on Wednesday 9 September, describing it as part of TRIM's ongoing effort to unlock value from rail assets through structured private-sector participation. The 10-year leasing and investment programme commercialises the siding assets themselves — the land, the rail infrastructure and the associated buildings.

Successful bidders will be required to refurbish, upgrade, maintain and operate the sidings they take on. That is a meaningful distinction from a simple access agreement: the winner inherits the capital obligation as well as the commercial upside. RFP documents sit on the National Treasury eTender portal and Transnet's eSupplier portal.

Closing date: Submissions close 30 November 2026 for a 10-year lease, investment, operation and maintenance programme across 20 sidings. (Source: Transnet Rail Infrastructure Manager via Freight News, 2026)

Where the sidings actually are

The advertised sites are Krugersdorp, Pyramid South, Ngagane, Hlobane, Panbult, Rietkuil, Carolina, Klaserie, Mica, Pienaarsrivier, Bela Bela, three separate Marikana sidings, Bellville Autosort, Lutzville Station, Putsonderwater, Worcester, Upington and Orchard.

The pattern is not random. Three Marikana sidings point at the platinum belt. Hlobane, Ngagane, Rietkuil and Carolina sit in coal country. Klaserie and Mica serve the Lowveld agricultural and mining hinterland. Worcester, Lutzville and Bellville Autosort are Western Cape agricultural and automotive nodes, while Pienaarsrivier and Bela Bela sit on the Limpopo axis that feeds the Beitbridge corridor. Upington and Putsonderwater anchor the Northern Cape.

What TRIM says it wants

TRIM framed the initiative as supporting South Africa's rail reform agenda and advancing its mandate to enable open access to the national rail network, with the programme intended to improve asset utilisation and service delivery while supporting the long-term sustainability of rail infrastructure.

TRIM CEO Moshe Motlohi said the programme reflects the infrastructure manager's commitment to transparent, market-driven access to strategic rail assets, and that partnering with the private sector is intended to improve service delivery, strengthen industry collaboration and unlock sustainable economic value across the network. The test will be whether bidders price the refurbishment liability realistically over a 10-year horizon.

What This Means for SADC Logistics Operators

If you haul to or from any of these 20 locations, the counterparty controlling the siding could change within 18 months, and with it the booking process, the turnaround discipline and the handling tariff. Cargo owners near Marikana, Bela Bela, Worcester or Upington should be talking to potential bidders now, because the operators who secure these sites will be looking for anchor volume to justify the refurbishment spend — which is exactly the moment a shipper has leverage.
