Three Years In, No End Date: What SARS Will and Will Not Say About the National Single Window

The South African Revenue Service cannot yet provide a completion date for the country's National Single Window, the phased platform intended to give traders one point of entry for all import, export and transit regulatory submissions.

SARS told Freight News it cannot give a definitive implementation date, could not produce a list of the agencies currently integrated, and did not offer estimates of expected reductions in clearance times or compliance costs. For operators budgeting around a digital customs future, that is the story.

What Has Actually Been Built

One concrete component exists. An electronic inspection workflow was implemented in September 2023, allowing SARS to generate inspection cases electronically and share them with the Border Management Authority's agriculture function, which returns inspection outcomes through a secure interface. Selected plant product importers are currently in phased testing of that workflow before wider introduction.

Everything else remains planned rather than live: electronic permits and certificates, customs declaration submissions for small businesses, inspection bookings and additional customs services. The published SARS implementation plan names the departments of agriculture and health, the BMA, Transnet, the South African Police Service and several other state bodies as affected agencies.

Why Coordination Is the Bottleneck, Not Software

"The National Single Window is a multi-agency government initiative that requires coordination across several organs of state involved in regulating cross-border trade," SARS told Freight News, adding that participation will be phased according to agreed priorities and institutional readiness.

That phrase -- institutional readiness -- is the honest answer. A single window is not primarily a technology build. It is an agreement between agencies with different mandates, different legislation and very different levels of digital maturity to accept a shared data set. Speaking at an Institute of Customs, Freight Forwarding and Supply Chain Management masterclass on 2 September, Maersk South Africa Customs House Brokerage Quality Assurer Wendy Naidoo framed it as a move from paper-based processes to an integrated, data-driven model: "The single window principle is about submitting standardised information at the same time. It allows authorised regulatory agencies to access the same trusted data within their respective legal mandates."

Plan for the Interim, Not the Endpoint

SARS says the expected benefits include a lower administrative burden and reduced compliance costs from eliminating duplicate submissions, but cautioned that the extent of those benefits depends on the scope of implementation and how much of the trade system participates. It did not provide estimates of the reductions in clearance times or compliance costs.

For anyone moving cargo through South African borders, the practical consequence is that the transition period is now the operating environment. Some processes will be electronic, some will remain paper, and which is which will vary by commodity, by agency and by border post for years. The systems that cope best are the ones designed for a hybrid state rather than for a clean cutover that has no date attached to it.

What This Means for SADC Logistics Operators

Do not build a business case that depends on single-window savings arriving by a particular year. Instead, get your own data house in order now -- consistent tariff classification, clean product master data, accurate consignee records -- because a single window rewards traders whose information is already standardised and punishes those whose data has to be reworked before every submission.
