Namibian diesel rises by N$1.60 per litre and petrol by 60 cents from 00h01 on 2 September 2026, the Ministry of Industries, Mines and Energy confirmed on Friday. Thirty cents of the diesel increase is not a fuel price movement at all — it is an increase in the Road User Charge Levy, and unlike the commodity component it is not expected to reverse.

Diesel 50ppm reaches N$27.86 per litre at Walvis Bay. Roughly 130 cents of the 160-cent increase reflects international product prices; the remaining 30 cents is a levy increase to fund national priority feeder road projects. Only one of those two numbers can fall again.
From 2 September 2026, Petrol 95 at Walvis Bay costs N$25.08 per litre, Diesel 50ppm N$27.86 and Diesel 10ppm N$27.96, with prices elsewhere in the country adjusted accordingly. Petrol rises 60 cents and both diesel grades rise 160 cents.
The ministry attributed the increase mainly to international product prices during the 1–25 August review period. Petrol 95 averaged US$122.947 per barrel, up 5.67% from July's US$116.803. Diesel 50ppm rose 11.29% from US$145.298 to US$161.708 per barrel, and Diesel 10ppm rose 11.42% to US$162.606. A stronger Namibia Dollar — averaging N$16.1974 to the US Dollar against N$16.4627 in July, a gain of about 1.61% — softened the blow but did not offset it.
Under-recovery on diesel: The pricing model recorded an under-recovery of 215.321 cents per litre on Diesel 50ppm and 214.502 cents on Diesel 10ppm, against 68.032 cents on Petrol 95. (Source: Ministry of Industries, Mines and Energy / The Brief, 2026)
Alongside the pump adjustment, the Road User Charge Levy rises by 30 cents per litre, from 243 to 273 cents. The ministry said the additional levy is required to finance the implementation of national priority feeder road projects.
This distinction matters when you build a rate card. The commodity component of a fuel increase is cyclical: refining margins narrow and widen, crude prices move, the currency moves. A levy increase is structural. It funds a capital programme with a multi-year horizon, and it does not unwind when Brent softens. Operators who treat the whole 160 cents as a temporary shock will under-recover on the 30 cents that has permanently entered their cost base.
The gap between the 5.67% rise in petrol and the 11.29% rise in diesel is the important signal for freight. Middle distillates — diesel, jet fuel, heating oil — are tighter than gasoline globally. The ministry pointed to continuing geopolitical tension in the Middle East and to disruption of crude flows through the Strait of Hormuz as constraints on supply and shipping conditions.
It also flagged higher tanker freight rates: tighter vessel availability, longer voyage distances and higher risk premiums have pushed up the delivered cost of petroleum products, which is a cost Namibia carries in full given it refines nothing domestically. The ministry noted Brent eased late in the review period on renewed expectations of a Hormuz reopening, but that constrained physical flows limited how much of that relief reached delivered costs.
For a fleet running 3,000 litres of diesel a month per vehicle, the 160-cent increase adds roughly N$4,800 per vehicle per month. Across a ten-truck fleet that is close to N$48,000 a month, before any knock-on in tyre, parts or subcontractor pricing.
Split your fuel adjustment into two lines: a variable component indexed to the published pump price, and a fixed component covering the 30-cent levy increase that will not reverse. If your customer contracts only allow adjustment for "fuel price movement", check whether that wording actually covers a statutory levy — many do not.
