US$753 Million Locked In: The Lobito Corridor Railway Reaches Financial Close

The US$753 million (R12.4 billion) Lobito Corridor railway project has reached financial close, with funding now secured for the rehabilitation, upgrading and long-term operation of the 1,300km line linking Angola's Port of Lobito with the DRC border.

Financial close is the moment a corridor project stops being a promise and becomes a construction schedule. With US$753 million now committed, the Atlantic route for Copperbelt minerals has moved from announcement to delivery -- and every other SADC corridor will feel the competition.

Who Is Funding What

The Africa Finance Corporation announced that the financing package comprises US$553 million (R9.1 billion) from the US International Development Finance Corporation and US$200 million (R3.3 billion) from the Development Bank of Southern Africa. The funds support the rehabilitation, upgrading and long-term operation of the railway between the Port of Lobito and the DRC border.

The project is being implemented by Lobito Atlantic Railway SA, the concessionaire responsible for operating the line. AFC president Samaila Zubairu called it one of the continent's most strategic transport corridors, saying the project would strengthen regional connectivity, facilitate trade and unlock growth across Angola and the wider region.

Why the Corridor Matters

The Lobito Corridor is being developed as an alternative export route for copper, cobalt and other minerals from the DRC and Zambia via Angola's Atlantic coast -- a dramatically shorter sea route to European and American markets than the traditional paths through Durban, Beira or Dar es Salaam. The upgraded railway is also expected to carry general freight between the region and international markets.

For the Copperbelt, the practical effect is choice. Miners and traders will soon weigh at least four serious routes to market: Lobito to the west, TAZARA to the east, the North-South Corridor to Durban, and Walvis Bay via the Trans-Caprivi. Corridors will have to compete on transit time, reliability and total landed cost rather than habit.

What Changes on the Ground

AFC noted that the upgraded railway should strengthen regional supply chains and reduce pressure on road transport. That does not mean less work for trucks -- it means different work. Rail corridors generate mine-to-railhead cartage, feeder services, container repositioning and last-mile distribution at both ends of the line.

The financing milestone also signals that development lenders remain willing to back Southern African rail at scale, following the TAZARA concession and South Africa's own open-access reforms. Capital is flowing toward corridors that can show bankable governance -- a lesson for every project still waiting on funding.

What This Means for SADC Logistics Operators

Copperbelt routing decisions are about to get more competitive -- start modelling Lobito against your current corridor on transit time and total cost. Road operators in Zambia, the DRC and Angola should position early for mine-to-railhead cartage and feeder work, because the operators who build relationships with the concessionaire first will win the recurring contracts.
