Transnet has begun mobilising contractors for a 550-kilometre rail rehabilitation programme on the Cape and Container corridors, funded by a EUR 300 million loan from France's Agence française de développement. The work, formally launched in May 2026, is the first large-scale execution step in the operator's freight decarbonisation and modernisation plan.

South Africa's freight rail rehabilitation is finally moving from policy paper to track ballast. With EUR 300 million of European development funding behind it, the 550km Cape and Container corridor upgrade aims to enable a road-to-rail shift that fleet operators and shippers have been waiting on for the better part of a decade.
The Agence française de développement and Transnet signed the EUR 300 million (approximately ZAR 5.8 billion) loan agreement on 5 May 2026, formally titled the Transnet Freight Decarbonisation and Corporate Sustainability Programme. The first tranche of work targets 550 kilometres of track on the Cape Corridor — running between Gauteng and the Western Cape — and the Container Corridor connecting the inland industrial heartland to Durban.
The programme is structured to deliver reliability gains first and modernisation gains second. Rehabilitated formation, replaced sleepers, refreshed ballast and selective curve realignment are designed to lift average train speeds and reduce derailment risk — both of which have been chronic complaints from rail-bound shippers for years.
The headline number: Transnet Rail Infrastructure Manager projects 24 million tonnes of additional rail capacity in the short term, scaling toward 52 million tonnes within five years. (Source: Engineering News / Freight News, May 2026)
Transnet Freight Rail moved 160.1 million tonnes in 2025 — a far cry from the 250 million tonne target the National Rail Master Plan sets for 2030. Closing that gap is impossible without the Cape and Container corridors functioning at design capacity. In May 2026, the same two corridors became the home of the country's new private-operator access regime, with 11 private freight operators signing track-access agreements through Transnet Rail Infrastructure Manager (Trim).
The rehabilitation programme is therefore not just an engineering project — it is the physical foundation that allows the new private operators to run reliable services. Without it, the rail liberalisation announcement risks becoming another paper milestone.
The first private operator services are expected to launch in the second half of 2026, with the remaining operators phasing in during 2027. For shippers, this means real choice on rail for the first time in a generation — and an opportunity to bring rail back into modal-shift modelling for high-volume, predictable freight flows. Coal, manganese, containers, fuel and general cargo are all named in the new operator portfolio.
Road freight operators with major contracts on these corridors should expect rate pressure from rail-modal alternatives starting late 2026. SADC operators serving Gauteng-Cape and Gauteng-Durban lanes should already be modelling 2027 contracts on a multi-modal basis rather than a road-only baseline.
Treat 2026 as the year to rebuild rail relationships and identify which volumes could plausibly shift modes by mid-2027. Whether you operate trucks or use them, the modal-mix question is back on the table for the first time in over a decade.
