Nine Contractors, One Atlantic Corridor: Why May 2026's Lobito Railway EPC Bids Mark the Real Start of the SADC Copper Pivot

Nine engineering, procurement and construction (EPC) contractors are submitting bids in May 2026 to rehabilitate and operate the 1,300-kilometre Lobito Atlantic Railway connecting Angola's Atlantic coast to the Democratic Republic of Congo border -- the first real construction-phase decision point on the corridor SADC copper and cobalt shippers have spent two years debating.

May 2026 is the month the Lobito Corridor stops being a press release and starts being a procurement decision. Nine EPC contractors visited the Zambian site, bid submissions are due this month, evaluation runs to mid-year and the preferred contractor is expected by August -- a timeline that finally puts a credible date on when the Copperbelt's third export route comes online.

From Financing to EPC: A Real Construction Date

The Lobito story has had no shortage of milestones since the original 2023 Memorandum of Understanding between the United States, Angola, Zambia and the DRC. The latest funding round closed in late 2025 at USD 753 million, anchored by a USD 553 million loan from the US International Development Finance Corporation (DFC) and USD 200 million from the Development Bank of Southern Africa (DBSA). The Africa Finance Corporation and African Development Bank have each committed USD 500 million to the broader corridor programme, with Italy contributing around USD 320 million.

What changes in May 2026 is the move from financial close to physical execution. Nine EPC contractors from multiple countries completed a site visit in Zambia in the run-up to bid submissions, with the evaluation process scheduled to conclude by mid-year and a preferred contractor likely to be selected between July and August 2026. If timelines hold, construction contracts could be awarded shortly thereafter, with early-stage civil works potentially commencing by late 2026 or early 2027.

What the Corridor Actually Changes

The Copperbelt today exports most of its copper and cobalt either south through Kasumbalesa, Beitbridge and Durban, or east via Dar es Salaam through the TAZARA rehabilitation now under way. Both routes carry well-known weaknesses -- South African port congestion, sulphuric acid permitting on the Zambia-DRC border, TAZARA capacity constraints and the political risk of any single national route. A functional Lobito offers a third, materially shorter Atlantic-facing route to global battery and clean-energy supply chains, particularly into European and North American markets.

For SADC freight forwarders, the immediate implication is that 2027 contract negotiations for copper and cobalt offtake will need to model three viable export routes, not two. That means competitive pressure on existing TAZARA and Durban tariffs, new opportunity for cross-border road feeder business into Zambia's Copperbelt and Katanga, and an unavoidable conversation about which routes carry the lowest acid-permitting risk after the Zambian export tightening earlier this year.

The Risks That Could Still Slip the Timeline

EPC contracts on corridor infrastructure of this length and political complexity rarely close on the original schedule. Three risks deserve close monitoring. The first is the technical scope of the rehabilitation -- the 1,300 km route covers difficult terrain across Angolan highlands and DRC border conditions, and bidders are expected to price contingencies aggressively. The second is the political alignment between Angola, Zambia and the DRC, particularly around tariff harmonisation and customs treatment of in-transit minerals. The third is funding pacing: sustainability conditions on the DFC loan tranche and DBSA disbursement schedules can be unforgiving if early milestones slip.

None of those risks is novel for SADC operators who lived through the Lobito Atlantic Railway concession award in 2024 or the original construction-bidding announcements in 2025. What is new in May 2026 is that the bid submission deadline is now a real, visible event with public deadlines and named contractor short-listing -- the corridor has finally crossed from policy to procurement.

What This Means for SADC Logistics Operators

Freight forwarders quoting on 2027-2028 copper or cobalt contracts should model Lobito as a real option, even if construction stretches into 2028 -- the price signal alone will discipline competing route tariffs. Road hauliers serving the Copperbelt should track which EPC contractor wins, because feeder corridor demand into Zambia and the DRC will follow the construction phasing.
