The Southern African Association of Freight Forwarders has put 2026 on notice: this is the year the country's supply chain reforms must convert from policy momentum into measurable cost-and-time gains, or risk losing another generation of regional competitiveness.
Supply Chain Management

SAAFF's 2026 message is direct: the policy work is done, the platforms exist, the private sector is at the table. What is missing is execution. For SADC shippers and forwarders, that is the only question worth answering this year.
SAAFF's latest position paper, released this month, argues that 2025 was the year South Africa — and by extension the SADC supply chain — broke a multi-year run of underperformance in rail, ports and trade infrastructure. The 304 million tonnes Transnet port reading, the 11 new rail operating companies, the National Rail Master Plan, the AFD-Transnet decarbonisation loan and the Beitbridge time-release programme are all artefacts of that shift.
The challenge for 2026 is delivery. SAAFF singles out four levers: the effective functioning of the Container User Forum, the pace of rail reform execution, deliberate intermodal integration, and the long-overdue Independent Economic Regulator for Transport and Logistics.
The cost of inaction: Recent estimates put the South African logistics drag at roughly R1 billion a day in foregone trade and excess cost. A meaningful reduction in that number would change SADC competitiveness within a year. (Source: National Transport Conference / SAAFF, 2026)
Roughly two-thirds of SADC's externally-traded volume still moves through South African corridors or ports. AfCFTA implementation, the new China zero-tariff arrangement for 53 African nations, the DRC-Zambia eastern corridor push and the rebuilding of TAZARA all interact with South African capacity and tariff decisions. If the Container User Forum lifts dwell times at Durban or the new regulator forces rail and road to compete on transparent terms, the gains transmit immediately to Lusaka, Harare, Gaborone, Windhoek and Maputo.
Freight villages — another SAAFF priority — are framed as intermodal hubs that would consolidate cross-border consolidation, customs, warehousing and trans-shipment in a small number of strategically located precincts, easing pressure on overheated nodes like City Deep and the Durban back-of-port.
Three execution milestones will tell the story: the first commercial run of the Cato Ridge-Durban short-haul service in May, the September close-out of NRMP public consultation, and the legislative timeline for the Independent Economic Regulator. Each is a leading indicator of whether the reform pipeline is producing real cost change or generating more announcements.
For SADC operators, the practical risk is not that reform fails, but that it lands unevenly — producing winners in rail-served corridors and losers in road-only ones. The supply chain teams that re-map their networks early, with execution risk priced in, will be the ones holding contracts in 2027.
Treat 2026 as the execution year, not the policy year. Build the Container User Forum, the NRMP corridor plan and the new private rail entrants into your network design. Re-run your TCO models with two scenarios — reform delivers, reform stalls — and make your customer SLAs explicit about which assumption you have priced in.
