Cape Town's Electric Minibus Taxi Launch and South Africa's Smart Ticketing Push: What 2026 Means for SADC's Informal Public Transport Sector

Cape Town is on track to put its first fully electric minibus taxi routes into service in Century City later in 2026, just as South Africa's Department of Transport pushes ahead with a national tap-and-go smart ticketing system designed to bring the country's largest mode of public transport into a digital payment era for the first time.

Public Transport

12 May 2026 • 4 min read

Minibus taxis carry roughly 70% of South Africa's daily public transport trips. Two reforms now landing in parallel — electrification in Cape Town and a national smart ticketing platform — will reshape how SADC's most informal mobility sector operates, prices its services, and reports its revenue.

An Electric Pilot in Century City

The City of Cape Town has confirmed plans to launch its first fully electric minibus taxi routes around Century City later in 2026, in partnership with private operators and local EV converters. The vehicles are smaller-footprint, locally adapted designs intended to test charging logistics, dwell-time economics, and operator buy-in before any broader rollout.

The pilot lands in a year when South African diesel prices have hit record highs — 50ppm diesel breached R32 a litre in May — and where commuter transport operators are openly warning of fare increases. For a sector that runs on tight margins and per-trip cash economics, the EV business case is no longer purely environmental: it is starting to be a fuel-cost survival strategy.

A National Tap-and-Go System Enters the Frame

In parallel, the Department of Transport has confirmed it is approaching the private sector for support in implementing a national smart ticketing tap-and-go payment system that would cover all forms of public transport — including minibus taxis. For an industry where cash is still king and disputes over fares are routine, the move could be transformative.

Mobile and contactless payments would reduce reliance on cash handling, improve transparency on fare collection, and create the first usable national data set on commuter flows by route, time-of-day, and city. That data, in turn, becomes the foundation for proper route economics, vehicle financing, and integration with formal transport networks.

Why Both Reforms Will Cross-Pollinate

Electric minibus economics rely on knowing exactly how many passengers a vehicle moves and at what fare. Smart ticketing solves that data problem. Equally, the case for EV financing — and the credit risk view that banks and lessors take of taxi operators — improves materially the moment payment revenue can be verified digitally rather than estimated from cash takings.

For other SADC cities — Windhoek, Gaborone, Lusaka, Maputo, Harare — Cape Town becomes a live test case. If the pilot succeeds, expect electric minibus taxi conversations to reach Namibia's combi sector and Zambia's blue-and-white minibus fleet inside the next two years, paired with their own variants of digital fare collection.

What This Means for SADC Logistics Operators

If you operate fleets that overlap with commuter transport — staff transport, contracted shuttle services, last-mile distribution into townships — both reforms will reset your competitive baseline. Plan now for routes that connect into emerging tap-and-go payment systems, and start tracking how diesel-to-electric cost gaps evolve as commuter fares reprice in the second half of 2026.
