Reframing Marine Cargo Risks, managing trade disruptions and exposures.

Cargo underpins every industry, and whenever goods move, risk follows. In today’s complex economy and volatile marine cargo market, traditional insurance solutions are increasingly falling short when it comes to managing trade disruptions and exposures.

Even in a buyer-friendly insurance environment where insurers compete aggressively, carriers remain cautious. Many are limiting volatility by offering smaller capacity lines while pursuing growth in higher-risk segments.

“This tension – between buyer demand for stability and insurer appetite for limited risk – is fuelling the need for innovative risk capital strategies,” says Natalie Cooper, senior marine and aviation broker at Aon South Africa.

“With geopolitical pressures, shifting trade routes, and weather-related disruptions adding to volatility, Aon’s alternative risk capital solutions enable buyers to tap third-party balance sheets, unlocking new capital and fresh approaches beyond conventional indemnity cover,” she explains.

“By shifting the focus from simply reducing the cost of risk to optimising capital allocation, this approach helps organisations strengthen marine cargo risk management while capturing greater long-term value,” Cooper adds.

Global volatility and its impact on marine cargo risks

In 2025, South African businesses are navigating an increasingly volatile marine cargo environment shaped by tariffs, trade disruptions, and environmental risks.

  • Tariffs and trade pressures: South Africa is contending with a 30% US tariff hike, a major challenge for an economy reliant on imports and exports. Rising trade costs and global tariff tensions between the US, China, and the EU are straining supply chains and squeezing margins.
  • Red Sea diversions: Ongoing conflict in Yemen continues to disrupt the Suez Canal, forcing vessels to reroute around the Cape of Good Hope. While this places South Africa on a critical shipping lane, it results in longer transit times, delays, and higher freight costs.
  • Weather and environmental risks: Extreme weather events are compounding disruption. Droughts, floods, and climate-related instability are no longer isolated incidents but ongoing challenges affecting ports and transit routes.

A shift in thinking: risk capital as a strategic tool

As weather extremes and global trade volatility reshape supply chains, businesses need to reframe marine cargo insurance by integrating a risk capital approach.

“Insurers are becoming more cautious, tightening terms and limiting cover, which leaves businesses searching for alternative ways to manage risk and allocate capital across multiple jurisdictions,” Cooper says.

“The risk capital approach reframes risk management as a source of strategic value rather than just a cost line. By tapping into alternative capital alongside traditional insurance markets, businesses gain access to broader and more flexible solutions,” she explains.

These solutions can address exposures such as trade disruption, delays, non-damage business interruption, supply chain breakdowns, and emerging risks linked to new technologies like electric vehicle logistics.

Key risk capital tools include

  • Parametric solutions: Fast payouts based on predefined triggers, improving cash flow certainty.
  • Self-insurance vehicles: Including captives, cell captives, and contingency policies that offer greater control and customisation.
  • Insurance-linked securities and structured solutions: Unlocking third-party balance sheets to expand capacity.
  • Facultative reinsurance: Tailored placements for complex or hard-to-cover risks.

This data-driven, capital-agnostic approach allows organisations to build bespoke risk programmes that go beyond traditional risk transfer, improving resilience, optimising capital use, and unlocking long-term value.

Six ways to strengthen marine cargo risk with a capital approach

As South African businesses take a more advanced view of marine cargo risk, the focus shifts from simply buying insurance to smarter capital allocation. The following steps can help turn risk into a strategic value driver:

  1. Think in terms of capital, not transactions – use insurance as a strategic tool.
  2. Stay agile – adapt risk strategies to changing tariffs, trade volatility, and geopolitics.
  3. Look beyond traditional markets – explore alternative sources of risk capital.
  4. Leverage data – use analytics to understand exposures and design tailored protection.
  5. Adopt innovation – consider parametric and disruption-focused solutions.
  6. Stay globally connected – a borderless approach opens access to more resilient capacity.

“Partnering with experienced risk advisors ensures organisations understand the full spectrum of options available, from traditional insurance markets to alternative risk solutions, and how best to integrate them into a resilient, future-ready marine cargo programme,” Cooper concludes.
