TAZARA's $1.4 Billion Rehabilitation Hits Construction in June 2026: What 34 Locomotives and 760 Wagons Will Mean for the Southern Corridor

The 30-year TAZARA rehabilitation concession moves from paperwork to construction in June 2026 — with the China Civil Engineering Construction Corporation set to begin a US$1.4 billion overhaul that will deliver 34 new locomotives, 760 wagons, 18 coaches and 2 passenger trains across the Tanzania-Zambia rail corridor. For SADC freight operators, this is the moment the long-discussed Southern Corridor reset stops being theoretical.

TAZARA's June 2026 construction start converts a US$1.4 billion concession framework into actual track, locomotives and wagons for the corridor that links Dar es Salaam to the Zambian Copperbelt. By year three of operation, the line is targeting 2.4 million tonnes of cargo per year — a step-change in modal capacity for one of SADC's most strategic freight routes.

From 30-Year Concession to Construction Site

The Tanzania-Zambia Railway Authority concession, signed with the China Civil Engineering Construction Corporation (CCECC) in 2025, has moved through its operational design and procurement phase and is now scheduled to begin civil and rolling-stock work from June 2026. The headline scope covers track rehabilitation along the corridor, plus a full rolling-stock injection: 34 mainline locomotives, 760 freight wagons, 18 passenger coaches and 2 dedicated passenger trains.

The capacity targets are the most important part of the announcement. By year three of full operation, TAZARA is aiming to lift cargo throughput to 2.4 million tonnes per year — well above the line's recent operating performance. The April 2026 commitment of additional capital from CMOC and Zijin, the Chinese copper majors active in DRC and Zambia, layered on top of the CCECC concession, means there is now a credible production-and-logistics demand signal anchoring the volume targets.

Why TAZARA's Restart Reshapes the Eastern Corridor's Competitiveness

TAZARA's strategic value sits at the intersection of three SADC freight realities. Roughly 70% of Zambian copper still moves by truck, much of it on the North-South Corridor through Beitbridge and Durban — a routing that consumes around 21 days of vehicle and driver time per round trip. Lobito Atlantic Railway has set a new western-corridor benchmark with a 7-day Kolwezi-to-port transit, and Maputo, Beira and Dar es Salaam are competing aggressively for east-coast volumes that South African ports have historically captured by default.

A rehabilitated TAZARA gives Zambian and DRC exporters a high-volume rail option to Dar es Salaam at a moment when the Indian Ocean port has just posted a record 27.7 million tonnes in 2025 and is expanding container handling. It also gives bulk shippers a credible alternative if South African rail or port performance slips, and it reinforces the broader east-coast capacity build that includes Maputo's 32 million tonne 2025 record and Beira's 23% Zimbabwean import surge.

What Operators Should Plan for as Construction Mobilises

Three operational shifts are likely to land first. Project cargo demand will rise during the construction window, with locomotive components, rail, wagons and signalling equipment moving from East African and Asian sources into Tanzania and Zambia — meaning heavy-haul, break-bulk and oversized-cargo capacity will be in short supply on the corridor. Trucking demand on the parallel road network is unlikely to fall meaningfully in the first two years; if anything, construction logistics typically lift it. And by the time TAZARA's new wagons start moving copper at scale, intermodal handoffs at Kapiri Mposhi, Mpika and Dar es Salaam will need to be re-engineered to absorb the volume.

For freight forwarders, the most important question is contract structure. Mining customers anchored to TAZARA's new capacity will start signing multi-year haul agreements before the line is fully recommissioned, and operators with the right project-cargo and intermodal capabilities will be first in line for the through-freight contracts that follow. Operators waiting for "operational visibility" before they engage typically lose to the ones who showed up at construction-mobilisation stage.

What This Means for SADC Logistics Operators

The construction window is the operator's window. Project cargo, equipment haulage and intermodal solutions for the TAZARA mobilisation are inside the next 12 to 24 months. Hauliers servicing the Copperbelt should be evaluating their TAZARA-feeder positioning now, and forwarders should be talking to mining customers about how a credible eastern rail option changes their corridor mix from 2027 onwards.
